Shirley C. Caines

Shirley C. Caines is a seasoned professional with extensive expertise in human resources
management, financial administration, and organizational leadership. Based in Aruba, she
has built a distinguished career spanning more than 20 years, holding key positions in
accounting, financial administration, and office management.
As Co-Founder and Vice President/Treasurer of the Plataforma National Herencia di
Sclavitud na Aruba (P.N.H.S.A.), Ms. Caines plays a pivotal role in coordinating information
and communications between African Diaspora communities across the Dutch Caribbean. She is
instrumental in advancing the foundation’s mission to preserve and acknowledge the historical
legacy of slavery while fostering empowerment and education among affected communities.
Ms. Caines holds numerous certifications in management, human resources, and financial
administration, complemented by specialized training in leadership, strategic financial
management, and business communications. Her multidisciplinary expertise enables her to
navigate complex organizational structures effectively and implement strategic initiatives that
drive meaningful progress.
Born and raised in Aruba, she possesses a deep understanding of the Dutch Caribbean region
and its cultural dynamics, which she seamlessly integrates into her work across both
professional and non-profit sectors. Through her leadership and dedication, Ms. Caines continues
to make a lasting impact on organizational development, historical preservation, and community
advocacy.
